The Mediation Service and Restorative Justice for Juveniles in Contact with the Law - for Juveniles in the Penitentiary System

This manual is published in the framework of the project “Institutionalization of Restorative Justice and Victim-Offender Mediation for Juveniles in Albania”, funded by EU Delegation and implemented by Save the Children in partnership with the Albanian Foundation for Conflict Resolution and Reconciliation of Disputes”. The manual was developed in cooperation with the General Directorate of Prisons. It reflects a combination of the international and national legal framework and experience related to implementation of mediation and restorative practices for juveniles in conflict with the law. The manual contains a set of rules and standards that should be recognized and applied by the penitentiary system staff that is in charge of minors. Furthermore, the manual introduces the idea that the penitentiary system should offer an environment, where minors, in cooperation with staff, parents and civil society actors, should be involved in rehabilitating, reintegration and reconciliation programs. The manual provides guidelines on the referral procedure from the penitentiary to mediation services and sample documents to be used. |
